What distinguishes progressivism from other self-styled non-conservative movements is in its having a vision of a peaceful social order, one that is self-consistent - its many parts well considered in connection with each other - a vision that is predicated upon universal personal dignity, and believed reachable through people's capacity for much greater personal change than, say, a conservative would believe exists, and as the result of possessing an inate desire to cooperate in reaching for group goals, once those goals are properly elucidated. In having such a vision, progressives are pro-active, indeed, programmatic, as opposed to being piece-by-piece reactive.
