A progressive is someone who treats a problem by getting at the root of a problem. As an example, the way a progressive would handle an immigration problem would be to emphasize working inexhaustively on a person to person basis with the government of the country that we have an immigration problem with. They would know that the law and order route of increasing border patrols and sending back immigrants and severely punishing companies for hiring undocumented workers is not the best nor the most economical way to treat the problem. They would know that by hiring people to work out the problem with this country would be those that speak the language of the country in question and are knowledgeable in this country's customs at a minimum. Then they would let this country know in no uncertain terms by actions and deeds that we are absolutely on their side and that we want to help them because it is a win - win situation for both of us to resolve the problem in a reasonable way to help keep the immigrants in their own country where they would prefer to be. A progressive would know that these workers would rather be in their home country than in the United States. In my mind, that is a progressive and is the way my wife and I raised our son evidently because I am sure he would give pretty much the same answer that I just did.
